32nd LD Democrats,
Please checkout these proposed revisions of our bylaws and standing rules which we will consider at our monthly meeting on Wednesday, October 1. The vote on the bylaws will be a PCO-only vote.
How bylaws differ from standing rules
Bylaws establish the fundamental, enduring structure and core rules of an organization, such as appointment of voting rights and quorum percentages, while standing rules provide detailed, flexible guidelines for day-to-day administration. The key differences lie in their scope and amendment process: bylaws are written at the inception of an organization, are harder to change, requiring special notice and PCO-only votes, whereas standing rules are rewritten in committees and are easily adopted and modified by majority membership vote at any meeting.
